國民黨要求退回前瞻基礎建設特別條例草案，行政院長林全今（28）日表示，前瞻計畫每一項都經過仔細的檢視，若有任何一項屬於閒置不恰當，可以拿出來公開討論。
林全28日在圓山飯店出席「106年五一勞動節全國模範勞工表揚典禮」，林全會前受訪時強調，前瞻計畫推出後，社會上有很多討論，「這討論是必然的」，行政部門會用一個公共政策的角度，掌握各種機會向大家說明。
至於日前前瞻計畫引發爭議，林全昨日缺席院會記者會，由行政院發言人徐國勇對外說明，林全表示，前瞻基礎建設的說明，本來就要適時考量，但說明的層次要有所區分，如果部會首長能說清楚，不需要院長來說明，「如果很多事情溝通都要靠院長一個人，這個做法本來就不是正確的」。
外界傳出總統蔡英文對前瞻計畫宣傳不利而動怒，林全則不認為蔡英文有這樣的態度，不過他也說，行政部門本來就該跟外界多做溝通，這溝通永遠是不夠的，所以會把握機會對外說明。
林全還說，對外說明後一定會有人有意見，但希望大家的批評要具體，因為太多抽象名詞很難回應，比如什麼叫「遍地開花」？「蚊子館」怎麼個「蚊子」法？他建議要有個別計畫說明，行政院要解釋比較容易。

國民黨黨主席之爭白熱化，各陣營使出渾身解數，爭取的便是勝選。不過，我們應該「競爭而不鬥爭」，不該以取巧的手段削弱能量，而應該互相展現出長處與優點，讓黨員進行抉擇。也正是因此，我們應該做到「團結」。之所以過去總「團結」不了，是因為過去的舊思維是企圖團結在某個人之下；然而，若團結在一個正確的方向、道路與核心價值之下，才能真正的凝聚在國民黨這面大旗之下。為了人民的福祉、兩岸的和平與正確的方向，我們需要一個團結的在野黨，積極監督民進黨的施政，並且為堅持兩岸和平發展的路線，堅持為台灣人民謀福祉的本願而重返執政來做準備。
中國國民黨正是堅持「九二共識」，所以才能扮演兩岸互動的橋梁，也才能在過去八年來創造了兩岸和平良性發展的狀況，這也是國民黨異於民進黨的最大優勢；而隨著時移勢變，「九二共識」應該在現有的基礎之上應該進行深化，為兩岸之間解除敵對狀態、讓和平制度化做準備。只是，有些人口口聲聲「堅持九二共識，一中各表沒改變」，但是在其擔任國民黨祕書長之時，卻在中心任務中刪除了「九二共識」，就跟明明在專訪上聲稱「如果想要被統，只要到福州、上海去住，就可以實現，何必拖累2300萬同胞」，卻在之後說「我又不是白癡，怎麼會講這種話」一樣，實在令人費解。
國民黨如果捨棄了自己的優勢，被民進黨的邏輯所困住，那麼兩岸之間不僅交流無法維繫，持續動盪不安，更可能陷入萬劫不復之境。拒絕承認九二共識的民進黨，引發了混亂與無序，如果國民黨連九二共識都要刪除，與民進黨有何差異？國民黨穩健的兩岸政策，已經為台灣創造了許多利基，如今只該隨著時勢更加深化、更加進步，怎麼可以停滯不前甚至「倒退嚕」呢？
中國國民黨自台灣光復以來，就積極建設台灣，也提拔了台灣青年擔任要職，早已在台灣這塊土地生根發芽，成為堂堂正正的本土政黨，國民黨根本無須被「本土派」、「外省派」或「急統派」這種假議題分化。國民黨七十年來，只要持續引進人才，特別是國民黨最應該重視的年輕人才，自然能夠反應這塊土地、這塊國家的需求，以台灣人民的福祉為最高依歸，黨內「本土」或「統獨」之分自然不會存在。然而，過去國民黨總讓有意參政的年輕人失望，被認為在國民黨內沒有前途，以致國民黨產生人才斷層問題，那麼是誰在擔任黨內要職的時候讓這個問題產生呢？又是誰在察覺問題之後，重新以理想帶領政黨，以制度說服青年、以熱情感動人民呢？重新走老國民黨思維、無視青年與草根聲音的人，與這塊土地的未來脫節，怎麼能以本土派自居？願意用年輕人、能夠吸引年輕人的人，自然就是「本土派」！
中國國民黨應該要團結，但不是團結在一個人之上，而是團結在一個核心價值之上。我們如果不堅持維持兩岸和平、增進國際空間的兩岸政策，如果不堅持破除醬缸文化、建立公平制度的青年政策，如果不堅持前人篳路藍縷、後人飲水思源的建國精神，國民黨豈能說服支持者重新煥發熱情？豈能說服青年給國民黨再起的機會？豈能說服人民讓中國國民黨再度執政？
